- Render deduped active tool cards with the execution args carried by ActiveTool.
- Covered differing raw assistant args and effective active args in the transcript regression test.

fix(collab-web): dedup active transcript tools
...
- Dedup active tools against committed assistant tool calls as well as the stream ghost.
- Hide the working shimmer while active tools are rendering, preserving it for between-tool model work.
- Added focused Transcript regression coverage for duplicate cards and stale shimmer.
Fixes #4948

("shared" since 0e259bb640#4844 never fired on current main.

- derive per-tool abort labels from a tool-scoped abort signal for provider-built aborted messages
- restore main's single-call TTSR label test dropped by the merge
- complete the innocent read in the sibling-label test; incomplete matched calls mint no placeholder under the retention policy
