refactor(coding-agent/task): removed parallel task limit constraints

- Removed `MAX_PARALLEL_TASKS` constant and associated task count validation logic.
- Removed `maxItems` constraint from task schema array definition.
- Removed task count validation check that rejected requests exceeding the parallel task limit.
