feat(scrapers): added retry mechanisms and data fallbacks
- Added retry logic to PubMed and OpenLibrary fetches. - Implemented XML parsing fallback for Chocolatey package details. - Restructured Hackage scraper to use .json and .cabal for metadata. - Generated informative markdown for OpenCorporates API failures. - Updated User-Agent headers for Repology.
