can1357 fac2b5ad26 test(collab): deflake read-only guest tests against broadcast frame races ...

The host schedules a debounced state broadcast right after hello; on slow
runners it lands between a guest's mutating frame and the directed error
reply, so nextFrame() saw "state" instead of "error". Guests now drop
broadcast-only frames (state/agents/entry/event/bus) and wait solely on
directed welcome/error replies.
