- Added `fetch.useKagiSummarizer` configuration setting to toggle Kagi Universal Summarizer usage in fetch tool. - Updated fetch tool to conditionally apply Kagi summarization based on configuration setting. - Added comprehensive test coverage for Kagi summarizer toggle behavior with mocked dependencies.
