Rens Tillmann 7ca9f8684b feat(browser): expand ~ in screenshotDir and path params

Users can now configure browser.screenshotDir as ~/Downloads or
~/Pictures and use params.path as ~/screenshots/foo.png without
needing to supply fully-qualified paths.
