can1357 8499149627 fix(stats): scan service-tier prefix without materializing entries ...

parseSessionFile(fromOffset) still recovers the active service tier from the already-ingested prefix, but now scans only for service_tier_change entries and keeps a single current tier value instead of materializing every prefix entry. This preserves incremental sync memory behavior for large sessions.
