- Extracted Python runtime resolution logic from kernel and gateway-coordinator modules into a new shared runtime module.
- Centralized environment variable filtering, venv detection, and Python executable resolution into ipy/runtime.ts to eliminate code duplication.
- Moved DEFAULT_ENV_ALLOWLIST, WINDOWS_ENV_ALLOWLIST, DEFAULT_ENV_DENYLIST, and related environment configuration constants to the shared runtime module.
- Consolidated filterEnv(), resolveVenvPath(), and resolvePythonRuntime() functions into the shared runtime module for reuse across kernel and gateway-coordinator.
- Updated gateway-coordinator to use pythonw.exe (windowless Python interpreter) on Windows to prevent console window spawning.
