- A provider-supplied retry-after now bypasses the transient rate/concurrency
heuristic window instead of being overridden by it (regression from the
subscription-cap retry change).
- Updated event-controller/ui-helpers test doubles for provenance-gated
renderer selection (hasBuiltInTool), aggregated retryErrors on
auto_retry_end, and Bedrock override compat gaining streamIdleTimeoutMs.
- Added transcriptMessageComponents to every InteractiveMode ctx test literal; #6033's reuse cache made the field required and addMessageToChat populates it unconditionally.
- Wired setTodoPhases into the eager-todo ToolSession fixture to mirror sdk.ts; the test relied on the stale message_end todo replay #6148 removed.

ToolArgsRevealController.setTarget initialized new entries with revealed=0, so the first message_update returned { __partialJson: "" } even when the provider had already parsed a complete chunk. For renderers without exposeRawPartialJson (e.g. write), the throttled re-parse + cached displayArgs short-circuited every subsequent setTarget, leaving the preview body blank until tool_execution_end.
Seed revealed with the full incoming partialJson length on entry creation (clamped to a surrogate-safe boundary). The first frame now carries the parsed path/content immediately; subsequent message_updates extend target and the reveal ticks pace only the newly arrived bytes — no field is ever truncated because the seeded prefix is the longest the entry has seen so far.

Reorders sections in the streaming call preview to match `renderResult` and the
schema's field order. This prevents visual jumps when the preview transitions
to a result and ensures append-only growth of streamed content.
Additionally, omits the agent-list divider when no agent rows are present.
- Added smooth streaming reveal of streamed tool-call args and `{ input }` partial previews.
- Integrated ToolArgsRevealController in EventController to route partial and final args.
- Implemented UTF-16-safe slicing to prevent surrogate-pair splits during reveal boundaries.
