Migrate 203 test files (356 call sites) from fs.rm/fs.rmSync to
removeWithRetries/removeSyncWithRetries to reduce EBUSY test failures
on Windows. removeWithRetries is now exported from @oh-my-pi/pi-utils.
The migration uses a regex-based approach that:
- Replaces fs.rm(path, { recursive, force }) → removeWithRetries(path)
- Replaces fs.rmSync(path, { recursive, force }) → removeSyncWithRetries(path)
- Replaces fs.rm(path) → removeWithRetries(path) (no options)
- Skips fs.rm/fs.rmSync inside template literals (bun --eval scripts)
- Adds imports to existing @oh-my-pi/pi-utils import or creates new one
- Removes unused fs imports where fs.rm was the only fs usage (4 files)
- Derived the short Windows '/data/workspaces/can1357__oh-my-pi__2551/.omp-session/2026-06-14T07-09-37-753Z_019ec4f6-ee59-7000-8226-e1b7ed0680e9/local' root from the stable session id instead of the artifact path, so SessionManager.moveTo() keeps reading the pre-move local files.
- Locked the move stability with a dedicated regression test alongside the long-path coverage.

- Added cycle and depth guards for nested task progress rendering so async fan-out snapshots cannot recurse until the TUI crashes.
- Shortened long Windows '/data/workspaces/can1357__oh-my-pi__2551/.omp-session/2026-06-14T07-09-37-753Z_019ec4f6-ee59-7000-8226-e1b7ed0680e9/local' roots into temp-backed session roots before plan/handoff writes hit MAX_PATH.

- Extended ResolveContext / WriteContext with localProtocolOptions so the
internal-URL router can thread the calling session's local-root mapping
through to handlers.
- LocalProtocolHandler.resolveOptions now prefers context.localProtocolOptions
before consulting the process-global override or the first main-kind session
in AgentRegistry, fixing multi-session ACP hosts (cmux) where reads of
local://PLAN.md were routing to a sibling session's artifacts dir even
though plan-mode writes succeeded against the calling session.
- read, find, ast_grep, ast_edit, and search now thread
this.session.localProtocolOptions into the router so local://, memory://,
agent://, and other handlers see the right caller.
- Added regression tests covering the override-vs-context priority and the
ENOENT-against-caller-root path.

- Added process-wide singleton instances for InternalUrlRouter, AsyncJobManager, and MCPManager.
- Changed internal URL protocols to resolve through registered sessions and scan all active roots/datasets for matches.
- Refactored agent, artifact, memory, rule, skill, jobs, and mcp handlers to use shared manager and rule/skill state.
- Removed per-session protocol/tool wiring and switched tests to initialize and reset global singleton state.
- Renamed the `notes://` protocol to `local://` for better clarity.
- Updated all internal references, prompts, and tool documentation.
- Migrated plan storage paths to use the new `local://` scheme.
