Refresh soft-expired issue and PR view cache rows synchronously before returning content, while keeping PR diff rows on stale-first refresh semantics.
Add stale fallback warnings when a live refresh fails and cover the cache/protocol behavior in tests.

- Locked the move stability with a dedicated regression test alongside the long-path coverage.

Registers a HistoryProtocolHandler with the internal URL router: history:// lists every registered agent (id, status, kind, last activity) and history://<agentId> renders a concise markdown transcript (tool calls collapsed to one line each, thinking elided). Live refs render from the in-memory message array; parked refs load read-only from the JSONL session file via loadSessionMessagesReadOnly (no writer, no lock). System prompt + read tool prompt + docs/tools/read.md learn the new scheme.
pr_push invalidates PR+diff rows; current-branch merge/close invalidates without a positional; run_watch polls adaptively, survives rate limits, gives up on zero runs, and evicts completed-run job caches when a rerun is observed; multi-PR checkout uses allSettled; pagination compares raw page length; date qualifiers drop ms precision; leading-dash identifiers cannot become flags; auth key memoized against hosts.yml mtime; diff stored once per row.
Accepted omp://docs as the embedded documentation root and mapped docs-prefixed paths to the generated documentation index.
Added regression coverage for omp://docs and omp://docs/tools/read.md resolution.

- Extended ResolveContext / WriteContext with localProtocolOptions so the
internal-URL router can thread the calling session's local-root mapping
through to handlers.
- LocalProtocolHandler.resolveOptions now prefers context.localProtocolOptions
before consulting the process-global override or the first main-kind session
in AgentRegistry, fixing multi-session ACP hosts (cmux) where reads of
local://PLAN.md were routing to a sibling session's artifacts dir even
though plan-mode writes succeeded against the calling session.
- read, find, ast_grep, ast_edit, and search now thread
this.session.localProtocolOptions into the router so local://, memory://,
agent://, and other handlers see the right caller.
- Added regression tests covering the override-vs-context priority and the
