roboomp 8338a8af94 fix(skills): decoupled agents provider from third-party source toggles
Pre-fix `loadSkills` in `extensibility/skills.ts` gated the OMP-native
`agents` provider (the canonical `~/.agent[s]/skills` and project-walkup
`.agent[s]/skills`) on the `anyBuiltInSkillSourceEnabled` fall-through —
the OR of `enableCodexUser`/`enableClaudeUser`/`enableClaudeProject`/
`enablePiUser`/`enablePiProject`. A user who turned off the named
third-party toggles to clean noise from other CLIs silently lost their
own canonical OMP-native skills, so typing `/` showed no `/skill:<name>`
entries for `~/.agents/skills/*/SKILL.md`.

- Added `skills.enableAgentsUser` and `skills.enableAgentsProject` to
  the settings schema (default true) and to the `SkillsSettings` shape.
- Routed `isSourceEnabled` to the new toggles for `provider === "agents"`
  (per level). The fall-through still covers providers without a
  dedicated toggle (`claude-plugins`, `opencode`, `gemini`, `github`, …);
  agents joins claude/codex/native at the named-source layer where it
  always belonged.
- Updated `docs/skills.md` to document the new toggles and the corrected
  enablement rule.
- Refactored `test/skills.test.ts` to share a `DISABLE_ALL_BUILTIN_SKILLS`
  helper (so the isolation tests stay correct when new toggles are
  added) and added two regression tests: one asserting that the
  pre-fix scenario (named third-party toggles off, agents defaulted) now
  loads `~/.agents/skills/<name>/SKILL.md`, and one pinning the explicit
  `enableAgentsUser: false` opt-out.

roboomp a4be51f08c fix(discovery): scan .github/skills via the github provider
The github provider registered context-files (.github/copilot-instructions.md)
and instructions (.github/instructions/*.instructions.md), but no skills
capability — so .github/skills/<name>/SKILL.md, the layout GitHub documents
for Copilot Agent Skills, was silently never discovered. The skill://
URL resolved to 'Available: none' and nothing surfaced in the system prompt.

Register a skill capability on the github provider (priority 30, project-only)
pointing at .github/skills/ and reuse scanSkillsFromDir with
requireDescription: true to match the Agent Skills spec and the sibling
native/omp-plugins providers. Pin the wiring with a discovery test that
loads the skills capability scoped to the github provider against a temp
cwd containing a SKILL.md, and a negative case that drops a skill missing
a description.

metaphorics a4258cfc2c feat(skill-command): route /skill:* through the submission keybinding
Makes `/skill:<name> [args]` work identically under both submission
keybindings, mirroring how free text is already routed during streaming:

- `/skill:foo` + Enter, streaming     -> steer queue (interrupt)
- `/skill:foo` + Ctrl+Enter, streaming -> followUp queue
- `/skill:foo` + Enter, idle           -> idle prompt
- `/skill:foo` + Ctrl+Enter, idle      -> idle prompt (was: literal text)

A single private helper `#invokeSkillCommand(text, streamingBehavior)`
on `InputController` handles the dispatch; the Enter submit handler
calls it with "steer", and `handleFollowUp` calls it with "followUp"
after the compaction short-circuit so a skill typed during compaction
rides the same `queueCompactionMessage` queue as free text.

Behavior deltas vs upstream/main:
- Enter on `/skill:foo` during streaming now steers (was: queued as
  followUp). Users who relied on the followUp default can press
  Ctrl+Enter -- the same key they already use for free-text follow-ups.
- Ctrl+Enter on `/skill:foo` is new capability; previously the
  literal string `/skill:foo ...` was sent as plain followUp text and
  the skill was never invoked.

can1357 2e20d87151 feat(coding-agent): simplified skill management by removing per-task pinning
- Removed per-task skill pinning feature; subagents now inherit session skill set instead of per-task selection.
- Removed `preloadedSkills` option from `CreateAgentSessionOptions` interface and related system prompt plumbing.
- Removed `skills` field from Task schema; task execution now passes available session skills directly to subagents.
- Simplified task execution pipeline by removing skill resolution logic and preloaded skills handling from system prompt templates.

can1357 a83175c94c refactor: migrated imports to unified package root and consolidated skill discovery logic
- Consolidated @oh-my-pi/pi-utils subpath imports into single package root import across 100+ files.
- Moved tryParseJson utility from local web scrapers module to @oh-my-pi/pi-utils package for centralized JSON parsing.
- Renamed loadSkillsFromDir to scanSkillsFromDir and refactored skill discovery to use fs.promises.readdir instead of glob-based approach.
- Replaced custom parseJSON with tryParseJson across discovery modules for consistent error handling.
- Removed emitCustomToolSessionEvent method and cleanupSshResources function, consolidating shutdown logic into dispose method.
- Updated glob pattern construction to use GlobBuilder with literal_separator(true) for improved path handling.

- Updated all internal documentation links to account for the new file locations, adjusting relative paths to maintain correct references across the monorepo.
- Updated README.md and issue template configuration to reference documentation at the new root docs/ location instead of packages/coding-agent/docs/.
