Add watchJobs/unwatchJobs API to AsyncJobManager to track jobs being
actively awaited via the await tool. This prevents the race condition
where jobs complete while being awaited, causing redundant system
notices that trigger unnecessary agent turns.
Changes:
- Add #watchedJobs Set to track actively awaited jobs
- Skip delivery for watched jobs in #enqueueDelivery and #runDeliveryLoop
- AwaitTool now calls watchJobs() before wait and unwatchJobs() after
