chore(ci): improved release process and expanded Rust toolchain support
- Updated release process to create new commits with descriptive messages instead of amending previous commits. - Changed release push strategy from force push to regular push for better git history integrity. - Extended check:rs script to verify minimal dependency versions and Windows MSVC target compilation. - Added x86_64-pc-windows-msvc target to Rust toolchain configuration for cross-compilation support.
