ci(mnemosyne): published pi-mnemosyne to npm via monorepo CI pipeline

- Added `@oh-my-pi/pi-mnemosyne` to the catalog and release publish script.
- Switched coding-agent dependency from `workspace:*` to the catalog reference.
- Added `tsconfig.publish.json` for declaration-only emit on publish.
- Included mnemosyne in CI tarball smoke tests alongside other workspace packages.
