feat(coding-agent/core): changed timeout units to milliseconds in Python tool

- Changed timeout parameter from seconds to milliseconds in Python tool.
- Updated PythonExecutorOptions interface to use timeoutMs instead of timeout.
- Improved streaming output handling by removing async queuing and simplifying buffer management.
- Updated default timeout to 30000ms for Python tool execution.
