feat(coding-agent): renamed web_fetch tool to fetch for consistency

- Renamed web_fetch tool to fetch for consistency across codebase and documentation.
- Removed format parameter from output tool and added automatic JSON to YAML conversion.
- Updated tool documentation and CLI help text to reflect tool name changes.
- Adjusted output truncation limits for bash and python tools.
